This video of the State of the Union makes no sense.

• Bush: Key provisions of The PATRIOT Act are set to expire next year.
• <pause then begin a smattering of applause>
• Bush: The terrorist threat...<continued applause>...the terrorist threat will not expire on that schedule.
• <begin cheers, loud applause and a standing ovation>

First applause I can get, some government officials dislike The PATRIOT Act. The second one perplexes me. Are they cheering terrorism?
